This study focuses on the shops and plaza in front of Madison Square Gardens, Penn Plaza Offices and Penn Station. This confluence of transport is the heart of Penn Station but was not a destination in itself, as people were just passing through. Ironically, the most profitable and desirable retail spaces are located in transit centers. The other disadvantage was the problem of queuing vehicles and the large flow of people. The proposed solution is to create a forecourt for MSG and Penn Station on the plaza that would include high-end shops and restaurants as a destination, and a forecourt to the transportation concourse. This would activate the levels of the ground floor on Penn Plaza, normalize traffic, and create a retail space where people linger before taking the train.
